The Working Group on Congestion Management (WGCM) has been established in January 2003 in order to fulfil accepted invitation "to put forward the views and methodologies on the contribution of energy exchanges to managing and eliminating congestion" as concluded by the European Electricity Regulatory Forum (Florence Forum) at its ninth meeting that took place in October 2002 in Rome.
Due to expansion of activities within EUROPEX, with the creation of three new working groups, the Steering Committee has decided in its meeting of 25 February 2009 to readdress the work of the WGCM. The change from WGCM to Working Group Power Market (WGPM) was decided in the Steering Committee meeting of 3 March 2010.
The objective of the WGPM is to create the framework for an efficient and improved power market. This means that the Working Group edits the necessary technical background documents and defines types of solution for the power market with a particular attention to practical implementation issues.
The WGPM deals with matters related to power market solutions including Spot Electricity Market, Balancing Markets, Forward/Future Electricity Market, Day-Ahead Congestion Management, Intra-Day Congestion Management, Market Splitting, Market Coupling, Nominations/Notifications and Clearing.
The WGPM has also been the platform for internal discussions on all matters concerned with the former "Ad Hoc Advisory Group (AHAG)" - currently renamed "ACER Electricity Stakeholders Advisory Group (AESAG)".
