Using Implicit Auctions to Manage Cross-Border Congestion: ‘Decentralised Market Coupling’

Brussels, 8 July 2003 | Europex, the Association of European Power Exchanges, has been asked to present its views on methods for managing cross-border congestion. The last Florence Forum on the European electricity market supported five basic principles proposed by CEER concerning the allocation of interconnector capacities as a basis for a possible future revision of the guidelines on congestion management. This paper describes a new approach developed by Europex, called ‘Decentralised Market Coupling’, which is based on the concept of implicit auctions and is designed to deliver on these principles.
