The upcoming Network Code on Demand Response will establish EU-level rules to enable the full participation of demand-side resources in electricity markets. It is currently under development by ENTSO-E, ACER, and the European Commission.
Expected scope includes:
- Standardisation of demand response activation and verification
- Aggregator access to wholesale and balancing markets
- Baseline methodologies for measuring load reduction
- Rules on data access, settlement, and consumer protection
- Integration of demand response into system operation and grid planning
Status:
Adoption expected in 2025 under Article 59 of the Electricity Regulation.
