Electricity Balancing Guideline (EB GL)

The EB GL harmonises rules for electricity balancing across the EU. It introduces a common framework for balancing energy markets, procurement, and settlement, supporting real-time system stability. Latest consolidated version: 19/06/2022

 

It sets out rules on:

  • Market-based procurement of balancing capacity and energy.
  • Activation of balancing reserves (mFRR, aFRR, RR).
  • Standard product definitions and merit-order dispatch.
  • Settlement and imbalance price calculation.
  • TSO cooperation and exchange of balancing energy.

 

The EB GL defines how balancing services are traded and settled. It enables cross-border balancing markets and real-time energy trading. Aggregators, flexible loads, and storage providers gain access to balancing markets, creating new revenue streams and affecting price volatility. Accurate imbalance pricing is essential for portfolio optimisation, especially for variable renewables and short-term positions.
